The Arts Commission believes that public art promotes visually diverse and culturally rich environments that enhance the state's public spaces and contribute to the lives of Oregon’s residents and visitors. Since 1975, Oregon citizens have taken part in the selection of artwork for their state's libraries, universities, and government facilities. 

Oregon was one of the first states in the nation to pass Percent for Art legislation, placing works of art in public spaces throughout the state. The state art collection now includes more than 2,500 artworks: drawings, paintings, mixed media, photography, original prints, sculpture, ceramics, glass, mosaics, murals, textiles, and both site-specific and structurally integrated art installations. More than 1,000 artists have been involved with Percent for Art since its inception, and more than $6 million has been paid directly to artists.
